On 8/24/07, Governor Rod Blagojevich enacted legislation (SB# 0680) which requires all electricity providers, except municipal and cooperative utilities, to offer net metering to all customers by April 1, 2008. On August 20, 2007, Governor Mike Easley signed legislation (2007-397, SB 3) which requires the state’s utilities to meet 12.5 percent of their retail electric utility demand through renewables and efficiency by 2021.
